Section 39.704 - Exemptions from judicial review
Judicial review does not apply to:
(1) Minors who have been placed in adoptive homes by a licensed child-placing agency; or(2) Minors who are refugees or entrants to whom federal regulations apply and who are in the care of a social service agency.
