State , 564 So.2d 480 (Fla. 1990) (holding that reasonable suspicion based on articulable facts that criminal activity is occurring justifies a detention beyond the time needed to issue a traffic citation); Illinois v. Wardlow , 528 U.S. 119, 125, 120 S.Ct. 673, 145 L.Ed.2d 570 (2000) ("Thus, the determination of reasonable suspicion must be based on commonsense judgments and inferences about human behavior.").
