The petition for certification by the defendants, Northeast CT Economic Alliance, Inc., and Windham Mills Development Corporation, for appeal from the Appellate Court, 71 Conn. App. 438 (AC 21325), is granted, limited to the following issues:

"Did the Appellate Court properly conclude that: (1) the named defendant, the town of Windham, in proceeding pursuant to General Statutes § 12-162, was not protected by the doctrine of governmental immunity pursuant to General Statutes § 52-557n; (2) there was insufficient evidence to support the trial court's findings that the items in question were not fixtures; and (3) there was no finding or evidence of a tax liability to the named defendant by the plaintiff?"

The Supreme Court docket number is SC 16859.
