The petition for writ of mandamus is dismissed for lack of jurisdiction. See Abelman v. Booth, 62 U.S. 506, 515-516 (1858) (stating that "no State can authorize one of its judges or courts to exercise judicial power, by habeas corpus or otherwise, within the jurisdiction of another independent Government").
